During his testimony before the Senate Appropriations defense subcommittee on DoD's fiscal year 2017 defense budget request, Defense Secretary Ash Carter said the budget request recognizes the changing character of war and gives the department the means to change in "fundamental but carefully considered ways" in a new strategic era.
